Suggested quantities take the shelf back to the reorder level plus one reorder quantity, so the next order is not due again the day after this one lands. Expired stock is excluded from what counts as on hand.

Drafts and closed orders
An order is raised as a draft and sent as a separate press, so a pre-filled one gets read first. Once sent it cannot go back to draft: editing the lines of an order a supplier is already picking is how two different quantities end up in the same conversation. The code and the total come from the database rather than from this screen.
